Job description
This is a full-time position at 40 hours per week. This position could be based in Austin, TX, Lubbock, TX, or another Texas city that has proximity to our worksites.
The Food Access Manager provides project management for maintenance and expansion of SFC’s statewide nutrition incentive program, Double Up Food Bucks Texas (DUFBTX), and oversight for the Food Access team’s implementation and administration of the Farmers Market Nutrition Program (FMNP) and WIC EBT at SFC’s farmers’ markets. The Manager develops and maintains key expertise in nutrition incentive programs and contributes to the leadership of SFC’s food access team, supervising 2-3 direct reports. The Food Access Manager cultivates collaborative partnerships with diverse stakeholders and manages and analyzes data to assess program performance. The Food Access Manager contributes to the strategic vision of the DUFBTX program and develops flexible strategies to achieve the goals of SFC’s food access programs.

Develop, implement, and track progress on project management plans for DUFBTX, working with cross-departmental teams and external partners.

Provide oversight for and coordinate monitoring of food access program compliance at SFC and partner DUFBTX implementation sites; provide oversight for implementation and compliance monitoring of WIC and FMNP in Central Texas and FMNP in West Texas.

Manage and support recruitment, on-boarding, and provide technical assistance for farm-direct sites across the state.

Nourish relationships with diverse external stakeholders (e.g., regional lead partners, farmers’ market managers, grocery store owners, and funders) to grow our impact across the state.

Contribute to strategic planning for growth and expansion of DUFBTX at statewide grocery retail and farm-direct locations; stay abreast of best practices and emerging trends for nutrition incentive programs; identify opportunities for SFC to support systems change.

Oversee data collection and management for transactions, redemption records, and other metrics across participating DUFB sites in Texas; oversee the data collection and management for issuance, redemption records, and other metrics for FMNP.

Collaborate with internal and external evaluation teams to manage evaluation of DUFBTX program.

Conduct quarterly and annual reporting for Food Access programs, including tracking grant deliverables; execute grant reporting across Food Access programs.

Provide support to Food Access team members including training, guidance, and facilitation of regular team meetings; provide supervision, regular feedback and evaluation, and professional development opportunities for direct reports.

Manage collaborative process to track grant spending; contribute to grant and program budget development for Food Access programs.

Collaborate with SFC communications team and external partners to develop and implement marketing and outreach tactics to increase program awareness and participation.

Serve as Food Access Lead in communications and community engagement planning and coordinates team efforts to plan and implement communications and community engagement activities for Food Access Programs.
You are an experienced manager, skilled at balancing multiple projects and problem solving in order to meet strategic outcomes. You have experience supervising staff and providing guidance and feedback in order to support their success. You have working knowledge of federal nutrition benefits programs, including SNAP, WIC, and/or nutrition incentive programs. You are passionate about making high quality produce more affordable and are interested in building an equitable and resilient food system in the state of Texas. You are confident engaging with individuals of diverse cultural backgrounds. You can collaborate with others to develop a process and know how to be flexible and creative if the situation calls for it. You understand the need to address complex social issues through an equity and justice lens.

Bachelor’s degree and 3-5 years of relevant work experience required. Additional work experience may replace education requirement.

1-2 years of experience supervising staff required; ability to use emotional intelligence to guide staff through challenges and cultivate staff morale.

Demonstrated success in managing complex, multi-stakeholder projects to meet time sensitive deliverables.

Experience with and working knowledge of federal nutrition benefit programs (e.g., SNAP, WIC) and/or nutrition incentive programs (e.g., DUFBTX).

Experience with developing grant proposals, data reporting, and budget management.

Experience building and nourishing collaborative, external relationships with diverse stakeholders.

Strong skills in MS Office and Google Suite, with a high level of proficiency using MS Excel for data entry, analysis, and reporting.

Excellent communication (written/oral) and administrative skills.

Experience working in low-income and multi-cultural settings a plus

Lived experience with the communities SFC serves a plus

Ability to travel within the state of Texas (at least quarterly) and nationally (about annually)

Bilingual (English/Spanish) a plus.
